Homicide investigators are seeking the male depicted in the attached photos as a person of interest in a homicide which occurred on Thursday, March 3, 2016; at approximately 9:10 PM. Officers were in the area of 500 Washington Avenue when the owners of Lee’s Cafe & Bistro flagged down the Officers concerning one of their employees. The officers were directed to the basement of the business which is the food prep/kitchen area. Upon entering the basement, officers located the complainant lying on the floor, suffering from a large cut across her throat. Medic# 14 responded to the scene and pronounced the complainant at 9:15 PM.
The complainant has been identified as 54 year old Thoung Nguyen from the 2000 block of Emily Street.
According to preliminary reports, the decedent was employed as the cook at the restaurant and was in the basement preparing food with another employee who goes by the name of “Noel”.
The owner of the business sent an order to the kitchen and after 10 minutes he did not receive any food. The owner went down to the basement and found the complainant alone lying on the floor with her throat slashed.

NOEL ORTEA LEMUS DEL CID is believed to be a 27 year old Honduran National with the last known address of 1331 S. 9th Street. He 5’6”, with a thin to medium build, and works in the restaurant field as a kitchen helper; he may have a cut to one of his hands, and drives a white SUV.
Anyone with information on the whereabouts of “Noel” is asked to contact the Homicide Unit at 215-686-3334, or dial 911. There is a $20,000 reward for information leading to the arrest and conviction in all homicide investigations.
