Operation Quick Cover Tabletop Exercise to Test Philadelphia’s Mass Care and Sheltering Plan

Tierney will provide details of a tabletop exercise designed to provide first responders and key stakeholders an opportunity to train together, discuss and gain a clearer understanding of various agencies’ activities during the activation and operation of facilities needed to sustain mass care and sheltering of citizens during an emergency. Officials will examine the roles and responsibilities of each agency identified in the City’s Mass Care and Sheltering Plan that will provide lead and support functions.rnrnExercise participants include representatives from the City of Philadelphia’s Office of Emergency Management, Police, Fire, Public Health, Behavior Health, Human Services, Human Resources, Parks and Recreation, Licenses and Inspections, Office of Supportive Housing, School District of Philadelphia, Federal Bureau of Investigation, The Salvation Army of Greater Philadelphia, American Red Cross, Southeastern Pennsylvania Chapter, Southeastern Pennsylvania Voluntary Organizations Active in Disasters, Philadelphia County Animal Response Team and the Pennsylvania Society for the Prevention of Cruelty to Animals.rnrnFollowing the press availability, reporters will be allowed to briefly observe the exercise play to obtain b-roll and photographs. To prevent the interruption of the exercise, escorts will be on hand to ensure control. The press availability and exercise observation period will be conducted from 11:00 to 11:30 a.m.rnrnGround rules for the observation period:rnPhotographers (still and video) may take photos and shoot b-roll. Close-up shots of documents or computer screens will not be allowed in the exercise area.rnRecording of “background” audio only will be permitted in the exercise area. Recording of participant discussions will not be permitted.rnLive stand-ups will not be allowed in the exercise area.rnExercise participants are not to be interviewed or otherwise disturbed.
